Anne Norris <br />CITY O¥ RA~,SES' <br />15153 Nowtben Boulevard <br />Ramsay, Minnesota 55303 <br /> <br />RE: RIVER'S BEND PLAZA - RUM RIVER <br /> <br />Dear Ms. Norris: <br /> <br />I have reviewed the preliminary site plan for Mr. Foster's proposed <br />commercia] development immediately north of the Anoka County Road 116 <br />alignment. I offer the following comments: <br /> <br />1. The property is within the Scenic River land use district. <br /> <br />The project involves strictly commercial land uses allowed <br />by the underlying zoning district, and is not a PUD for <br />definition purposes. Therefore, DER PUD approval is not <br />required. <br /> <br />The project would exceed the impervious surface limit of <br />allowed by the Scenic Rfver controls. My estimates indicate <br />a total site area of 7.57 acres (including portions of the <br />State Highway 47 and CSAA 116 rights of way) of which 4.15 <br />acres would be impervious. This equals 55% of the total <br />site area. (The areas indicated as "future parking" were <br />considered as green area for purposes of impervious surface <br />calculations.) A variance is required to allow 55% of the <br />site to be impervious along with DKR certification of the <br />variance. In order to be certified, we must be assured that <br />adequate sto~mwater treatment occurs to ensure that runoff <br />from the project does not degrade water quality of the Rum <br />River. To accomplish this, I recommend that an on-or <br />off-site ponding area be created with the majority of the <br />site runoff directed to the pondtng area for detention prior <br />to entering the river. The ponding area should completely <br />retain the 2-year, 24 hour rainfall runoff event and have an <br />outlet which will restrict the peak lO0-year discharge to <br />the pre-development ~ate. The outlet structure should also <br />be designed to prevent floating debris from entering the Rum <br />River. Mr. Foster should submit a site grading plan and <br />stormwater management plan along with supporting hydrologic <br />information to address the above recommendations. <br /> <br />AN EQUAL OPPORTUNITY EMPLOYER <br /> <br /> <br />
