That Mr. Bill Dubstm, hereinafter referred to a~ "Applicant," has properly <br />applied for m conditional use permit to construct s mini-storage facility and a <br />variance to exceed the ~aximum impervious surface coverage st 13760 Ebony <br />Street ~,W. in the B-1 businems district. <br /> <br />2. That the Applicant appeared before the Ra~sey Planning and Zoning <br />Co--~ission for a public bearing pursuant to Sections 170,016 and 170.0112 of <br />the Ramsey City Code on April 14, 1986 and that said public bearing was <br />properly advertised and minutes of that public bearing are hereby incorporated <br />by reference. <br /> <br />3. That the property which is the subject of the application is located at <br />13760 Ebon~ Street !~.I/. and is legally described aa follows: <br /> <br />Lot 2, Block 3 Riverside ~est, Anoks County, Ninnesota. <br /> <br />~. That the subject property is approximately 1.15 acres in size and ia <br />located in the B-I business district. <br /> <br />5. That the Applicant is proposing to construct s self-nerve, mini-storage <br />facility which will consist of three buildings totalling approximately 13,680 <br />square feet. <br /> <br />6. That the subject property is located within the Critical River Area Overlay <br />District and properties located within this area are permitted to have a <br />maximum of 30I of the total lot area covered with iapervious surfaces. <br /> <br />7. That the Applicant's original plans shoved that approximately 851 of tbs <br />total lot would be covered by buildings and other impervious surfaces. An <br />amended plan substituting crushed rock in various places for impervious <br />surfaces shows that approximately 76I of the total lot would be covered by <br />impervious surfaces. <br /> <br />8. That the Standards for Consideration are as follows: <br /> <br />a. That the property is located in the B-1 business district and a mini- <br /> storage facility is not a permitted use in this district; <br /> <br />b. That the adjoining properties are zoned for business and are either <br /> vacant or are occupied by commercial structures; <br /> <br />c. That there are other similar uses in the City; <br /> <br />d. That the proposed use will not create a significant increase in traffic <br /> flow to the area; and <br /> <br /> <br />
