BILL DUBATS <br /> By: Anne Norris, Co~aunlty Development Director <br /> <br />CASE ~ 17 <br /> <br />Background: <br /> <br />Mr. Bill Dubats is requesting a conditional use permit to construct a mini <br />storage facility and a variance to exceed the maximum impervious surface <br />coverage at 13760 Ebony Street NW in the B-I, Business, District. The subject <br />property is approximately 1.15 acres in size and is located in the Critical <br />River Area Overlay District. <br /> <br />Mr. Dubats is proposing to construct a self-serve mini storage facility which <br />will include three buildings totaling about 13,680 square feet. In addition, <br />the applicant is proposing to cover a maximum of 85Z of the total lot with <br />buildings or surfaced parking areas. According to the City's Environmental <br />Protection Ordinance, the maximum impervious surface coverage allowed is 30%. <br />Mr. Dubats' request has been sent to the DNR for their review and comment. <br />The DNR commented that if the applicant managed the storm water runoff from <br />the site in accordance with City standards, the DNR would have no objections <br />to Mr. Dubats' request. <br /> <br />The Planning and Zoning Commission conducted a public hearing on this request <br />on April 14, 1986. The Commission expressed concern regarding storm water <br />management on the site. The City Engineer is in the' process of reviewing Mr. <br />Dubats' plan. Also, before a building permit would be issued, a comprehensive <br />drainage plan must be submitted and approved by City Staff. <br /> <br />Enclosed are the following items for your information: <br /> <br />a) Application <br />b) Site location map <br />c) Public hearing notice <br />d) Properties notified <br />e) Proposed site plan <br />f) Proposed findings of fact <br />g) Proposed conditional use permit agreement <br /> <br />Observations: <br /> <br />As the applicant's request is consistent with the intent of the B-I, Business, <br />District, Staff recommends approval of Mr. Bill Dubats' request for a <br />conditional use permit. The Planning and Zoning Commission recommended <br />approval of this request contingent upon review and approval of the storm <br />water management plan for the site by the City Engineer. <br /> <br />Recommendation: <br /> <br />Council Action: <br /> <br /> <br />
