I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Count i 1 memb e r <br /> <br />moved tbs adoption of the roll.lng resolutlon: <br /> <br />RESOLUTION 11186- <br /> <br /> WHEREAS, Anoka County suffers frcm, acute traffic problems due to s lack of <br />east-west thoroughfares; and <br /> <br /> WHEREAS, the completion of County Road ~116 across the Rum River would <br />create an additional east-west route in Anoka County; and <br /> <br /> WHEREAS, the completion of County Road {116 is essential for ensuring the <br />growth of the County's tax base and the continued economic development of Anoka <br />County; and <br /> <br /> WHEREAS, the completion of County Road ~116 would allow for improved <br />access for vital public safety and emergency services to the communities in <br />Anoka County; and <br /> <br /> WHEREAS, the completion of County Road ~116 would alloy for more efficient <br />student transportation and school bus service in Anoka County; and <br /> <br /> WHEREAS, the completion of County Road {116 would allow for improved <br />access to health care facilities in Anoka County; and <br /> <br /> WHEREAS, in response to these needs, Anoka County has funded the <br />preparation of an Environmental Impact Statement (ELS) for the completion of <br />County Road ~116; and <br /> <br /> WHEREAS, the ElS has been completed, submitted, and has received the <br />necessary State and Federal approvals; and <br /> <br /> WHEREAS, if construction on the cmnpletion of County Road ~116 does not <br />commence within the year, the ElS will have to be updated, causing additional <br />delays and expenses for the project; and <br /> <br /> WHEREAS, Anoka County has sought State and Federal funding for the project <br />and there are no such funds available for the project; and <br /> <br /> WHEREAS, Anoka County has realigned and acquired the necessary <br />right-of-way for the completion of County Road ~116 between 7th Avenue and <br />Round Lake Boulevard and on the west side of the Rum River; and <br /> <br /> WHEREAS, the Anoka County Chamber of Commerce has identified the <br />completion of County Road ~116 as a significant regional transportation <br />priority; and <br /> <br /> WHEREAS, the completion of County Road II16 will not compete with other <br />thoroughfares in Anoka County, but will serve to complement the entire <br />transportation system throughout the County and will provide an additional <br />regional east-west route in the County. <br /> <br /> <br />
