FINDINGS (}' FACT RA~/~ ZY LIONS I 1. ~hat the l~sey Lions Club, hereimfter z~e icant,' have to properly applied for a conditional use permit to.._._ sand d~ag races and mud runs over two ~eekends. 2. ~hat the Applicant appeared before the ?lannin9 Commission for a public bearing pursuant to City Code on April 1, 1986 and that said public bearing was property advertised al%d minutes of that public hearing are hereby incorporated by reference. 3. ~hat the property which is the subject of the application is located at the northeast corner of the intersection of Oounty Road 116 and Opunty Road 56 and is legally described as follows: ~he Northwest Quarter of the Northwest Quarter of Section 27, ~ip 32, Range 25, except peroel 3280, Anoka ~ounty, Minnesota. 4. ~l~at the subject property is located in the I-1 industrial district and is approximately 37 acres in size. 5. ~hat the Standards for (~nsideration are as follows: a. ~l~at the property is zoned I-1 industrial and sand drag races and mud runs are not permitted uses in this zone; I I I I I ~hat the adjointr~3 property to the east, south and vest ts also zoned I- 1 Industrial and the adjoining property to the north is zoned residential; ~hat the request is of a t~nporary nature; m~aly, one ~.kend tn June and one weekend in August; ~l~at there are no other similar uses in the I-1 industrial district; ~l~at there ~ould be r~ permanent increase to the traffic flow to the area; ami ~hat the proposed use will not be detrimental to persons working in the vicinity of the use or to the general p~blic and will not substantially impair the enjoyment or values of the properties in the area. I I 6. ~hat the Criteria for Approval/Disapproval are as follows: ~hat the Applicant's request to hold sand drag races and mud runs in the I-1 industrial district for ~ weekends will not be detrimental to or endanger the public health, safety or general welfare and is not contrary to other goverr~ental standards or regulations; b. ~hat the proposed use viii not hinder the orderly and harmonious devalop,ent of the I-1 tr~ustrial district;
