Your assessment of two approaches to <br />correcting the high water problem are quite accurate. However, in <br />either case you ~hould petition the City Council to make such <br />improvements. At the present time, public improvements for storm <br />drainage purpoBes are paid for through special assessments to the <br />benefitting properties. Therefore, your'petition should contain <br />signatures from at least 35% of the benefitting property. <br /> <br />I am al~o enclosing a copy of Ordinance ¢84-8 which outlines <br />procedures and regulations relating to public improvements.
