PURPOSE The purpose of these groundrules is to document the procedures that must be followed by the Ramsey Lions Club member or paid employee of the Ramsey Lions Club acting as a pulltab game operator. These procedures will provide reasonable assurance that gambling transactions are executed in accordance with the Ramsey Lions Club authorization, that transactions are recorded as necessary to properly record gambling revenue, and to maintain asset accountability. DEFINITIONS DEAL - each separate package, or series of packages, consisting of one game of pulitabs with the same serial number purchased from a distributor. FLARE - the posted display, with the Minnesota registration stamp affixed, that sets forth the rules of a particular game of pulltabs, and that is associated with a specific deal of pulltabs. CREDIT PLAY PROHIBITED. All playing of pulltabs must be on a cash basis. No checks wilt be cashed. Credit must not be extended to any player. The cash to play pulltabs must be collected in full in advance of any play. This is to ensure that adequate cash is maintained in the drawer to pay potential winning tickets of the deal currently in play. GENERAL RULES FOR PULLTAB OPERATORS The following 9eneral rules shall apply to the game of pulltabs: o pulltabs must not be dispensed from any coin- operated machine or mechanical dispensing device. o no pulltab game operator shall purchase pulltabs at the site on any day that he/she is operating the pulltab concession. o do not pay a player any prize unless the player redeems an actual winning pulltab. o do not pay a player any prize who is redeeming a winning pulltab that has been in any manner marked, defaced, tampered with, or otherwise placed in a condition which may tend to deceive the operator. o single deals of pulltabs may be cor~ningled in one receptacle as long as the deals are identical in all aspects, such as quantity of pulltabs per deal, price per ticket, the amount of prizes, and the prize denomination. o the flare of each pulltab deal must be displayed in the immediate vicinity so that the state registra- tion stamp with the manufacturer's serial number is visible to the players. o all prizes frown the operation of pulitabs must be awarded in cash.
