That Mr. James Roberts, hereinafter referred to as "Applicant," has <br />properly spplied for a conditional use per,~it to operate , telephone ant <br />catalog sales and repair service for firearms from his home at 7&41 164th Lane <br />lt.W. <br /> <br />2. That the Applicant appeared before the Planning and Zoning Co~mission for a <br />public hearing pursuant to Section 170.016 of the City Code on Nay 6, 1986 <br />said public hearing was properly advertised and minutes of that public hearing <br />are hereby incorporated by reference. <br /> <br />3. That the property which is the subject of the application is located at <br />7441 164th Lane B.W. and is legally described as follows: <br /> <br />The north 233 feet of the east 200 feet of the west 899 feet of the Hort~ <br />Half of the Northeast Quarter of Section 16, Township 32, Range 25 <br />(subject to a road easement over the south 33 feet thereof) together wit~ <br />an easement for road purposes iu common with other uses thereof, Anoka <br />County, Minnesota. <br /> <br />4. That the subject parcel is approximately 1 acre in size and is located <br /> the R-1 residential district. <br /> <br /> That the property is zoned R-1 residential and a repair and telephone and <br />catalog sales service for firearms is not a permitted use in this district. <br /> <br />6. That the adjoining properties are zoned R-1 residential. <br /> <br />7. That there are no other similar permitted uses in the R-1 residential <br />district. <br /> <br />8. That there would not be a significant increase iu traffic flow to the ares. <br /> <br />9. That the proposed use will not be detrimental to persons living in that <br />srea or to the general public and it will not impair the enjoyment of other <br />properties in that area. <br /> <br />10. That the Criteria for Approval/Disapproval are as follows: <br /> <br />a. That the Applicant's request will not be detrimental to the health or <br /> general welfare of the public; <br /> <br />b. That the proposed use will not be unsightly or obnoxious in appearance; <br /> <br />c. That the proposed use viii not hinder the orderly development of the R- <br /> I residential district; <br /> <br />d. That the proposed use will not restrict the enjoyment of other property <br /> in the vicinity; and <br /> <br /> <br />
