10 Minutes CASE ~l&: <br /> <br />SCOPINC POR SITE spN ENVIRONMENTAL IMPACT STATEHENT <br /> By: Dave Hartley, City Admiuiatrator <br /> <br />Background: <br /> <br />The environmental impact statement which addresses the siting of new <br />generation landfills within Anoka County is a complex document dealing with <br />environmental and socio-economic matters relating to the impact of these <br />landfill aires. The County of Anoka vii1 be undertaking just such an <br />environmental impact statement and prior to this analysis, the effected <br />parties are asked to pose the questions which are to be answered by this study. <br />This process is referred to as scoping (i.e., defining the scope of <br />review) · <br /> <br />Proposing the scope for many of the environmental socio-economic and legal <br />questions may be beyond the expertise found within City Staff, City Engineer <br />and City Attorney. Therefore, the City Council may wish to seek additional <br />expertise. Additionally, we (Staff and consultants) feel that the current <br />staff and consultant team should play the major role in this review while <br />utilizing outside expertise to augment our efforts and ability. <br /> <br />Observations: <br /> <br />The latest date in which the City of Ramsey scoping requests should be <br />submitted to Anoka County for inclusion in the final scoping document will be <br />July 2, 1986. This gives us approximately one month to complete our review of <br />the envirnomental assessment worksheet and pose the relevent questions. <br /> <br />Recommendation: <br /> <br />If the City Council wishes to pursue vigorously the process of scoping for the <br />environmental impact statement relating to the siting of "new generation <br />landfills", then the City Administrator, City Attorney and City Engineer <br />request authorization to employ the services of other professionals who have <br />special knowledge and skill in the areas of environmental engineering, <br />environmental law and socio-economics. <br /> <br />Council Action: <br /> <br />Motion to: <br />Authorize the City Administrator, City Attorney and City Engineer to <br />collectivly approve the use of professional services needed to augment <br />their current abilities while responding to the scoping needs of the <br />Environmental Impact Statement for Site "P" as an Anoka County landfill <br /> · - ~ J~oO <br />site.
