North Central has not met the financial qualifications <br />nor has North Central demonstrated it has the financial <br />qualifications sufficient to own and operate the cable <br />system. <br /> <br />Any of the foregoing Findings of Fact which might be <br />properly termed Conclusions are hereby adopted as such. <br /> <br />THIS REPORT IS NOT AN ORDER AND NO AUTHORITY IS GRANTED <br />HEREIN.
