PROCEEDINGS OP CITY COUNCIL <br /> PUBLIC BEARI~G <br /> CITY OF IlAHSEY <br /> A~OKA COUNTY <br /> STATE OF NINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesdays April 22s 1986 <br />at the Ramsey Municipal Center, 15153 Novthen Blvd. N.W., Ramsey, Minnesota <br />regarding improvement and extension of 153rd Avenue NW from Puma Street to <br />Andrie Street ~W. <br /> <br />~embers Present: <br /> <br />Mayor Gary Heitman <br />Councilmember A1Sorteberg <br />Councilmember Jean Schlueter <br />Couucilme~ber Arnie Cox <br />Councilme~ber Gary Reimann <br /> <br />Also Present: <br /> <br />City Administrator Dave Rartley <br />City Engineer Peter Raatikka <br />Co,unity Development Director Anne Norris <br />Pinance Officer Noel Graczyk <br />Reporter Kathy Cassidy <br /> <br />Mayor Heitman called the public hearing to order at 7:48 p.m. <br /> <br />A1 Pearson - 14821 Bowers Drive - Stated that he owns the property adjacent to <br />Northfork and does not want to be assessed for the road improvements; developer <br />of Northfork should pay for the road. <br /> <br />Mr. Raatikka stated that the road viii start at Puma Street and follov the 1/4 <br />section line and pass through Northfork property to Andrie Street. Road <br />improvement will require a 40' easement on the Pearson property. <br /> <br />Dave Pearson - Inquired as to why the road can't be entirely on Northfork <br />property; constructing as proposed viii require the removal of 40 year old <br />trees; the road will not benefit the Pearson property in any way. <br /> <br />Mr. Raatikka stated that 153rd viii be a MSA route and the only assessments <br />made viii be for drainage in Northfork; there viii be no assessment to the <br />Pearsons property. The Pearson will be compensated for trees lost to the <br />improvement. <br /> <br />Dave Pearson - Stated that the increase in traffice due to the development viii <br />create a need to blacktop Puma; viii the Pearson's be assessed for that? Are <br />these gSA designations a sure thing? <br /> <br />Mr. Raatikka replied that Puma would also be paid for with HSA funds.
