PROCEEDINGS OP CITY COUNCIL PUBLIC BEARI~G CITY OF IlAHSEY A~OKA COUNTY STATE OF NINNESOTA The Ramsey City Council conducted a public hearing on Tuesdays April 22s 1986 at the Ramsey Municipal Center, 15153 Novthen Blvd. N.W., Ramsey, Minnesota regarding improvement and extension of 153rd Avenue NW from Puma Street to Andrie Street ~W. ~embers Present: Mayor Gary Heitman Councilmember A1Sorteberg Councilmember Jean Schlueter Couucilme~ber Arnie Cox Councilme~ber Gary Reimann Also Present: City Administrator Dave Rartley City Engineer Peter Raatikka Co,unity Development Director Anne Norris Pinance Officer Noel Graczyk Reporter Kathy Cassidy Mayor Heitman called the public hearing to order at 7:48 p.m. A1 Pearson - 14821 Bowers Drive - Stated that he owns the property adjacent to Northfork and does not want to be assessed for the road improvements; developer of Northfork should pay for the road. Mr. Raatikka stated that the road viii start at Puma Street and follov the 1/4 section line and pass through Northfork property to Andrie Street. Road improvement will require a 40' easement on the Pearson property. Dave Pearson - Inquired as to why the road can't be entirely on Northfork property; constructing as proposed viii require the removal of 40 year old trees; the road will not benefit the Pearson property in any way. Mr. Raatikka stated that 153rd viii be a MSA route and the only assessments made viii be for drainage in Northfork; there viii be no assessment to the Pearsons property. The Pearson will be compensated for trees lost to the improvement. Dave Pearson - Stated that the increase in traffice due to the development viii create a need to blacktop Puma; viii the Pearson's be assessed for that? Are these gSA designations a sure thing? Mr. Raatikka replied that Puma would also be paid for with HSA funds. The MSA April 22, 1986 Page 1 of 2
