Hartley stated that the City needs a long term solution to high
water but pumping would temporarily relieve those properties with water
encroaching on their doorsteps.

Councilmember Reimann stated that in his opinion pu~ping would only transfer
the water to another property and burden the City's Streets Department.

Hr. Hartley stated that the problem seems to be that the City doesn't have a
large enough outlet to the Hiasissippi liver; reports say that pumping in the
Fall of 1985 did have a positive impact for a short term. The tractor used in
1985 to power the pump is needed in other capacities in the Public Works
Department; reconmend purchasing a used tractor to power the pump. Staff is
also recommending that persons be hired at $3.35/hour to man the pumps.

Nerle Nevissen stated that he has talked to some dealers and a used tractor can
be purchased for about $2,000-$4,000.

Councilmember Reimann stated that the money would be better spent on a final
solution to the water problem rather than on moving water from one place to
another.

Hr. Hartley stated that if storm sewer taxing districts were established and a
project identified, construction could begin in the late Fall of 1986.

Notion by Councilmember Cox and seconded by Councilm~her Reimann to table this
case until Council makes a decision regarding store sewer taxing districts.

Further Discussion: Roger Warhol of 7010 150th Avenue stated he is affected by
high water and if Council tables pumping there viii be more than just the
Bancroft hcnne empty in R~msey; septic tanks are not working; pumping is
temporary but it alloyed many people to be able to remain in their homes.
Councilmember Schlueter inquired if this case can be brought up for discussion
again after the Storm Sewer Taxing Districts case has been addressed by Council
this evening. Hr. Goodrich stated that Robert's rules state that the
prevailing side can bring it up for discussion again; Council can agree to
bring this case up for discussion again. Chuck Lasley of 7431 150th Lane
requested City assistance in ptunping water to Skelgas on Hwy. #10 and Skelgas
can pump the water across Hvyo ~10.

Notion carried.
