Notion by Count ii.ember Reimann and seconded by Councilmember Cox to approve the request by the Ra~sey Lions Club for a conditional use permit to hold sand drag races and mud runs on June 21 and 22 and August 16 and 17, 1986, contingent upon the Lions Club entering into · conditional use permit agreement with the City. Further Discussion: Mr. Goodrich stated that the conditions in the permit agreement are the same as they were in 1985. Councilmember Cox stated that he has received a lot of comments indicating that last year's drag races were conducted in an excellent manner. Payor Heitman stated he is approving the request this year because those persons opposing the races in previous years indicated their satisfaction with the manner in which they 1985 races were conducted. Request For Conditional Use Permit To Construct And Operate A Cemetery At 5730 179th Lane N~; Case Of Mr. Bob Sylvester And Cross Of Hove Lutheran Church: Pastor Olson, Bob Sylvester and Bill Jenson were present. Jack Beissel - 17917 Junkite Street - Stated he lives ·cross the street from Cross of mope Church. Re attended the Planning and Zoning meeting that addressed this case and it seemed to be a land issue to that Co~misaion, i.e., road alignment, aignage, lighting, etc. Hr. Beissel stated that he wants the issue of cemeteries and their permanence addressed. Cemeteries are land that is taken off the tax roles forever and can never be encroached upon. There are no guarantees the church wiII always be at this location; if approved, the cemetery will always be there. The City Attorney should research the issue of perpetual maintenance. Planning and Zoning recommended fencing and gating only the access road to the cemetery; how viii sno~nnobilers be kept off the property? Will there be a well installed for lavu maintenance? Who viii pay for the road? Roy can a non-profit organization take on such a formidable task? Church members were offered first choice on cemetery plats; what was the response to that offer? Who will manage the cemetery? More effort has been put into transferring the cable franchise and cable is something that can be removed in the future. Councilmember Cox stated that a Cemetery Committee was formed a year ago and a lot of effort has gone into studying the cemetery situation in Ramsay. Mr. Bill Jenson stated that he is a member of Cross of Hope Church and was appointed to the Cemetery Committee with respect to this particular location. The intent is to utilize the southern portion of two 10 acre tracts as a cemetery. The plan is to ultimately develop 6600 grave sites in this 8-1/2 acres; initlally, 1300 grave sites would be developed in the northwest corner of the site. There is natural screening on the north and south and more would be planted on the east and west; the access would be fenced and gated. The- April 22, 1986 Page 12 of 14
