Mayor Strommen stated the Council started the strategic plan process several years ago and it is nice to see the work plans coming into alignment and that people are finding value in that planning to create a better community. Planning Commissioner Bauer appreciated the support of the Council. He stated that the one thing that stands out is to have the open worksessions with developers and neighbors to open the lines of communication prior to the public hearings. He thanked Community Development Director Gladhill for his efforts. Motion by Councilmember LeTourneau, seconded by Councilmember Williams, to adopt the 2016 Planning Commission Work Plan. Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Williams, Kuzma and Riley. Voting No: None. Absent: Councilmembers Johns and Shryock. 7.02: Receive Resident Request for Watercraft and Hunting Restrictions on Rogers Lake and Discuss Education Campaign Community Development Director Gladhill reviewed the staff report and recommendation that the City Council direct staff to prepare an Educational Fact Sheet for Rogers Lake dealing with water quality, vegetative management, hunting regulations, and noise standards. The Fact Sheet would be a joint effort with the applicable jurisdictions listed above and mailed to all shoreline owners of Rogers Lake; staff would like to draft a Fact Sheet through the Environmental Policy Board for their review as well. Raleigh Schinzel, 4813 179th Lane NW, stated that most people are not aware of Rogers Lake because there is no public access. He stated that the lake is only 40 acres in size, so when a boat is on the lake there is exhaust oil and gasoline that accumulates on his shore. He stated that most of the people that live on the lake use canoes and paddleboats, things without motors. He did not see a reason for the lake to allow motorized activities. He stated that earlier this year there was a boat revving its motor in circles with a blade attached in attempt to remove some of the weeds from the lake. He stated that the weeds all accumulated onto his shore, but noted that the neighbor did come over to clean up those weeds. He stated that he spoke with the DNR and they have reclassified the lake as a wetland because of the amount of weed growth. He stated that because of the reclassification, boats should not be allowed. He provided background information on information that the DNR has provided the homeowners in that area. He stated that the lake is 95 percent covered in weeds and is not open water and therefore motorized boats should not be allowed. Mayor Strommen stated that staff has proposed to first attempt to develop an educational campaign with the other cities, which would be done in conjunction with the DNR. She noted that aquatic plant management falls under the jurisdiction of the DNR. She believed that would be the first step the City could take. City Council /October 11, 2016 Page 6 of 10
