5.02: Public Hearing: Consider a Request for a Comprehensive Plan Amendment for a proposed <br /> development,Woodlands 41"Addition (Project#16-102); Case of Lennar Corporation <br /> Public Hearing <br /> Chairperson Levine called the public hearing to order at 7:10 p.m. <br /> Presentation <br /> City Planner Anderson presented the staff report stating the purpose of this case is to review a <br /> Comprehensive Plan Amendment request from Lennar Corp (the "Applicant") on a portion of the <br /> property legally described as, The Southeast Quarter of the Southeast Quarter of Section 16, Township <br /> 32, Range 25,Anoka County, Minnesota. PID#16-32-25-44-0001, as shown on the attached survey (the <br /> "Subject Property"). The site is generally located north of Alpine Drive and east of Variolite Street <br /> NW. The Applicant has submitted an application for a Comprehensive Plan Amendment to reguide the <br /> Subject Property from Central Rural Reserve to Low Density Residential. <br /> City Planner Anderson explained the Applicant has also submitted an application for an administrative <br /> lot split of approximately 15 acres of the total approximately 40-acre parcel. It is the intention of the <br /> Applicant to eventually plat and further subdivide the 15-acre parcel into approximately 12 single family <br /> lots and part of Woodlands 4th Addition. The requested Comprehensive Plan Amendment would only <br /> be applicable to the parcel being acquired by the Applicant. Staff reviewed the request further and <br /> recommended approval of the Comprehensive Plan Amendment. <br /> Citizen Input <br /> Duane St. Clair, 7335 Alpine Drive, stated he lived across the street from the subject property. He <br /> indicated he supported the proposed Comp Plan Amendment. <br /> Commissioner VanScoy asked what the nature is of the remaining property. <br /> Mr. St. Clair reported the remaining property would be residential in nature, but was not buildable as <br /> the majority was wetland. <br /> Commissioner Brauer questioned if this proposal would landlock Mr. St. Clair. <br /> Mr. St. Clair explained he would not be landlocked. City Planner Anderson reviewed a map of the <br /> property noting the access points to the Subject Property. <br /> Commissioner Andrusko asked if the property was under Purchase Agreement with Lennar. Mr. St. Clair <br /> stated this was the case. <br /> Paul DeBonn, Lennar,thanked the Commission for their time and for staff providing a great <br /> presentation. He appreciated Mr. St. Clair's support as well. He reviewed the request in further detail <br /> and noted he was hoping to put 12 or 13 homes on the subject property.
