City Administrator/Economic Development Manager Patrick Brama <br /> 1. CALL TO ORDER <br /> Mayor Strommen called the City Council Work Session to order at 5:35 p.m. <br /> 2. TOPICS FOR DISCUSSION <br /> 2.01: Review City Policies— Conduit Debt, Debt Management, Purchasing and Donations <br /> of Surplus Property to Non-Profits <br /> Finance Director Lund reviewed the staff report. <br /> Councilmember Kuzma asked if there are limitations to the number of times a charity could ask <br /> for money. <br /> Finance Director Lund explained that it is not financial and used the example of an outdated <br /> computer that could be donated to a charity organization. <br /> Councilmember LeTourneau asked for more information on the rate of one half percent. <br /> City Council Work Session / October 11, 2016 <br /> Page 1 of 6 <br />
