Asst. City Administrator/Economic Development Manager Brama explained that the sewer and water infrastructure would be the same, noting that the pipes were oversized and therefore would fit with either type of development. He noted that the infrastructure analysis would need to be revisited should the intended use change. Councilmember LeTourneau stated that he believes that the City is actively pursuing a business/industrial park but doing so passively. He stated that if the City continues to be passive, the timeline for that development will continue to be long-term and may need to be more aggressive. Mayor Strommen agreed that the Council should revisit that discussion regarding the needs and wants for a business park and determine the best strategy to gain that result. Councilmember Williams stated that the property was never rezoned, therefore she would have a hard time stating that the Council would not support that type of development. Councilmember Riley stated that there is a difference between supporting development and subsidizing. Councilmember Williams stated that the neighboring cities to the north and west are giving land away for industrial development and therefore Ramsey will be unable to compete unless the City becomes more aggressive in attempting to gain that type of development. Mayor Strommen clarified the consensus of the Council noting that a discussion would need to occur regarding the level of participation the City would have, as that would be different for residential development than it would be for industrial. She stated that the Council should also revisit the discussions regarding the needs for a business park and other possible locations in the City. 2.03: Discussion Regarding a New On-Line Assessment Tool for the City Administrator's Annual Performance Evaluation City Administrator Ulrich reviewed the staff report. Mayor Strommen agreed that a new tool would be useful to assist in the Council's ability to provide meaningful feedback for the review of the City Administrator. Councilmember LeTourneau stated that this is a wonderful tool to help develop someone rather than being punitive and believed that this would fit well into this environment. 3. TOPICS FOR FUTURE DISCUSSION 3.01: Review Future Topics/ Calendar Councilmember Riley noted that traffic has been worse the last week and he would like to tell the State that Highway 47 needs to be reviewed rather than remain as a preservation corridor.
