Minutes C~$E #12: <br /> <br /> FIRE PROTECTION <br />By: Dave Rartley, City Administrator <br /> <br />Background: <br /> <br />Since the Council's last regular meeting and the informational meeting held <br />with officials from Anoka and Champlin regarding their joint fire department, <br />the Economic Development Commission, Planning and Zoning Commission and Airport <br />Commission have reviewed background information relating to the fire protection <br />needs of the City of Ramsey. Each of those Commissions extend their <br />recommendation and support for the City of Ramsey to join the Anoka-Champlin <br />Fire Department in an effort to provide fire protection for the three <br />communities. Information was sent to the City Council in the mid-month update <br />outlining some of the possible costs to be expected if the City of Ramsey were <br />to start its own fire department, join Anoka-Champlin Fire Department, or <br />continue to contract with Anoka-Champlin for fire protection. <br /> <br />Observations: <br /> <br />The contract rate for fire protection will continue to rise for the City of <br />Ramsey through the next several years whether the City of Ramsey develops its <br />own fire department, joins Anoka-Champlin Fire Department or continues to <br />contract with Anoka-Champlin. It would appear that the greatest control and <br />highest quality of fire protection can be achieved by joining the Anoka- <br />Champlin Fire Department by executing a joint powers agreement with the three <br />communities of Anoka, Champlin and Ramsey. <br /> <br />Recommendation: <br /> <br />It is my recommendation and the recommendation of the Economic Development <br />Commission, Planning and Zoning Commission, and Airport Commission that the <br />City Council enter into a joint powers agreement with the Cities of Anoka, <br />Champlin and Ramsey for the purpose of providing fire protection. <br /> <br />Council Action: <br /> <br />Motion to.. Z <br />Authorize the City Administrator and City Attorney to develop the terms <br />and conditions of a joint powers agreement between the Cities of Anoka, <br />Champlin and Ramsey. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />Attorney X <br />Engineer <br />Community Development Dir.
