Minutes CASE ~1~: <br /> <br /> INTOXICATING LIQUOR LICENSES <br />By: Dave Hartley, City Administrator <br /> <br />Backgroundl <br /> <br />Annually, the City Council is asked to review for renewal liquor licenses for <br />the establishments within the City of Ramsey which sell liquor. The <br />requirements for licensing liquor sales activities are provided in the City <br />Code and State law. The City Council is asked to determine that the licensed <br />activity will not adversely affect the public health, morals, safety or comfort <br />of the citizens of Ramsey. Furthermore, those persons or businesses requesting <br />a license must be qualified to receive such a license. The report of the Chief <br />of Police and the fire department are intended to provide the minimum level of <br />investigation to confirm eligibility. Finally, each establishment is required <br />to maintain a minimum level of insurance and/or provide a bond or cash security <br />which guarantees that the licensee will obey the laws of our State and <br />community and that any damages resulting from the violation of those laws will <br />not result in a liability to the City of Ramsey. <br /> <br />Observations~ <br /> <br />The insurance industry is currently dealing with a crisis relating to the kind <br />of insurance coverage required for liquor establishments and as a result of <br />that crisis, none of the applicants for intoxicating liquor licenses are able <br />to provide a "certificate of insurance". <br /> <br />Recommendation: <br /> <br />If it is the desire of the City Council to issue liquor licenses to those <br />establishments submitting applications, then such issuance should be made <br />contingent upon the City of Ramsey's receipt of an acceptable certificate of <br />insurance. <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve the application of Jimmy B's American Cafe and Lounge for an on- <br />sale liquor license contingent upon the receipt of an acceptable <br />certificate of insurance; such license shall commence no earlier than July <br />1, 1986 and expire on June 30, 1987. <br /> <br />-and- <br /> <br />Motion to: <br />Approve the application of Super Bowl, Inc. for an on-sale liquor license <br />contingent upon the receipt of an acceptable certificate of insurance; <br />such license shall commence no earlier than July 1, 1986 and expire on <br />June 30, 1987. <br /> <br />-and- <br /> <br /> <br />
