5 Hinutes CASE ~19: <br /> <br /> DISCUSSION RgCARDI~C LANDFILL COMMISSION <br />By: Anne Norris, Co~nnity Development Director <br /> <br />Background: <br /> <br />As you recall, at your last meeting you directed the City Attorney to draft an <br />ordinance establishing an additional advisory commission to the City Council to <br />review landfill issueB aB recommended by the Economic Development Commission. <br />In addition, the Counci! commented that the ordinance should clearly state what <br />the goals of that commission will be. <br /> <br />At its June 18, 1986 meeting, the Economic Development Commission discussed <br />whatissues should be included within the scope of a landfill commission. These <br />issues include but are not limited to: <br /> <br /> 1. Future uses of the landfill - expansion/reduction <br /> 2. Closure/termination of existing landfill <br /> 3. Methane gas issues <br /> 4. Landfill Trust Fund uses <br /> 5. Site "P" issues <br /> 6. Buffer area and industrial/commercial development <br /> 7. Waste Management of Minnesota, Inc. issues <br /> 8. Legislative issues <br /> 9. Waste Management of Minnesota, Inc./Anoka County issues <br />10. Drainage issues - short and long term <br />11. Monitoring/testing <br />12. Lobbying <br />13. Utilities for residential development around landfill <br /> <br />The City Attorney will have a draft ordinance creating a landfill commission <br />available at the meeting. <br /> <br />Recommendation: <br /> <br /> Council Action: Rr/~ / ~ ~/ <br /> Introduce Ordinance ~86- . establishing a landfill commission which would <br /> be an advisory commission to the City Council. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney <br />Engineer <br />Community Dev.
