UPDATE ON ACCOUNTING CLERK REPLACEMENT <br />by Noel Graczyk, Finance Officer <br /> <br />BACKGROUND: <br /> <br />The City has offerred the position to Ms. Turbak as outlined by council action <br />on June 19, 1986. Ms. Turbak has informed the City that she has been given <br />another offer by the State of Minnesota. <br /> <br />Before reviewing other applicants or evaluating other alternatives it may be <br />appropriate for the city to try and match the offer made to Ms. Turbak by the <br />State. <br /> <br />In trying to match the offfer the key factors would be to offer the same salary <br />and provied to all employees the opportunity to receive limited reimbursment <br />for work requested or related academic credit classes. Ms. Turbak has <br />indicated that the salary offerred by the State is $18,000 per year or $8.65 <br />per hour. This is compared to the Ramsey starting salary of $16,323 ($7.84 per <br />hour) increasing to $16,828 (8.09 per hour). <br /> <br />Ms. Turbak has also indicated that as a State employee she would be eligable <br />for tuition reimbursment for job related courses or work experience programs. <br />Contacting the state indicates that the tuition reimbursment for the year is <br />limitted to $300 per employee and is paid after- completion of the course with a <br />grade level of C or greater. If a similar program was available with the City <br />of Ramsey it would not only be an inducement to new applicants but would also <br />provided a means for city employees to obtain additional training for the City <br />in their areas of work. <br /> <br />RECOMMENDATIONS: <br /> <br />It is recommended that the City Council authorise the hiring of Ms.Turbak as a <br />salary of $18,000 per year. It is further recommended that the offer include <br />the opportunity for reimbursment of educational experience course work. Such <br />reimbursment would be in line with a program implemented consistently for the <br />entire City. <br /> <br />Council Action - <br /> <br />Motion to authorize the City Administrator and Finance Officer to proceed with <br />offering the Accounting Clerk position to Ms. Turbak at a starting salary of <br />$18,000, and to include the availability for educational experience <br />reimbursment. <br /> <br />Motion to authorise the City Administrator and Finance Officer to utilise <br />temporary or contract services to assist in completing the accounting clerk <br />task during the vacancy of the Accounting Clerk position. <br /> <br />Review Checklist: <br /> City Administrator <br /> <br /> <br />
