The City of Kamsey hereby ordains: Section 1, ~ The City of Ramsey is authorized by ~innesots Statutes, Sections 446.16 through 44~.21 (the ACt) to establish stor~ sever improvement tax districts for the purposes of constructing and financing storm severs and related facilities within such districts. Section 2. ~ The City Council hereby finds and determines that it is necessary and desireable for the proper control of storm drainage and flooding in the City to use the authority contained in the Act to establish a storm sever improvement tax district. Section 3. ~gundary of District The Rum River Drainage District is established. The boundaries of the district are as follows: That part of the City of Rmnsey, Anoka County~ Minnesota, lying northerly and easterly of a line described as follows: Beginning at the northwest corner of the Southwest Quarter of Section 18, Township 32, Range 25, Anoka County, Minnesota, which is a point on the vest corporate limits of said City of Ramsey; thence easterly, along the east-vest quarter line of said Section 18, to its intersection with the east lines of the vest 50 rods of the Southwest Quarter of the Northwest quarter of said Seciton IIi thence northerly, along said east line of the vest 50 rods, to the nrothvest corner of Outlot A, NORTHFOKK, according' to the record plat thereof; thence easterlys ~long the north line of said Outlot A, to the southeast corner of Lot 6, Block 4 in said plat; thence northerly, along the easterly line of said Lot 6, and its northerly extension, to the intersection with the centerline of Fort~ann Circle in said plat; thence northerly, along said centerline of Forty, ann Circle, to its intersection with the westerly extension of the north line of Lot 9~ Block 1, in said plat; thence easterly~ along said north line of Lot 9 and its westerly extension, to the northeast corner of said Lot 9; thence northerly, along the vest line of Lot 13, Block 1, in said plat, to the northwest corner of said Lot 13; thence easterly~ along the north line of said Lot 13, to the northeast corner thereof; thence southerly~ southeasterly and easterly, along the westerly, southwesterly and southerly lines of Lot 14, Block 1~ in said plat~ to the southeast corner of said Lot 1~; thence southerly~ along the easterly line of Lot 15~ Block 1, in said plat~ to the northerly line of 164th Lane N.I~. according to said plat; thence easterly and
