secure the construction and provide moneys for the <br />payment of the cost of public activities or improve- <br />ments in Development District No. 1, which are neces- <br />sary for the orderly and beneficial development of the <br />Development District; <br /> <br />promote the concentration of appropriate development <br />within Development District No. 1 in order to maintain <br />the area in a manner compatible with its accessibility <br />and prominence in the City; <br /> <br />encourage local business expansion, improvement, <br />development and redevelopment, when compatible with the <br />Development Program; and <br /> <br />create a desirable and unique character within Develop- <br />ment District No. 1 through quality land use alterna- <br />tives and design in new and remodeled buildings. <br /> <br />The City has provided funds for ponding for storm water manage- <br />ment, soil correction, landscaping, fencing, security lighting <br />and site grading within the Development District and may fund <br />similar improvements in the future. The City intends to make <br />public improvements in the form of streets and an extension of <br />water and sanitary sewer to a portion of the Development District <br />designated for industrial development. In addition, the City <br />proposes to construct a water storage facility within the Devel- <br />opment District for public use, including properties within TIF <br />District No. 2. <br /> <br />E. Environmental Controls <br /> <br /> It is anticipated that none of the development within the <br />Development District will present major environmental concerns. <br />All City actions, public improvements and private development <br />will be carried out in a manner which will comply with applicable <br />environmental standards. <br /> <br /> F. Open Space to be Created <br /> <br /> Any open space within the Development District will be <br />created in accordance with the development controls of the City. <br /> <br />G. Public Facilities to be Constructed <br /> <br /> Public facilities constructed within the Development Dis- <br />trict will be financially feasible and compatible with the City's <br />long range development plans.
