action taken by the Administrator shall be effective without <br />authorization by the City Council. <br /> <br /> The City does not anticipate the need to create an advisory <br />board to advise the City Council on the planning, construction or <br />implementation of the activities and improvements outlined in the <br />Development District Program. <br /> <br />L. Rehabilitation. <br /> <br /> Owners of properties within Development District No. 1 may <br />be encouraged to rehabilitate their properties to conform to the <br />applicable state and local codes and ordinances, as well as any <br />design standards implemented by the City. Owners who purchase <br />property within the Development District from the City may be <br />required to rehabilitate their properties as a condition of sale. <br />The City may provide such rehabilitation assistance as may be <br />available from federal, state or local sources. <br /> <br />M. Description of Development District. <br /> <br /> A list of the properties hereby added to Development Dis- <br />trict No. i is included as Exhibit A hereto. These are in <br />addition to those properties included within the boundaries of <br />Development District No. 1 when it was established on August 27, <br />1985.
