10 Ninutes <br /> <br /> NORI'HFO~K P.U.D.: APPROVAL OF ENVIRONMENTAL IKPAC! STATEMENT; <br /> AUTilORIZE BIDS FOR EXTENSION OF 1531U) AVENUE <br />APPROVAL OF PRELIHIRARY FLAT OF SECOND PRA~E OF NOR~O~ P.U.D. <br /> <br />On January 28, 1986, the City Council approved a scoping document outlining <br />issues and alternatives to be addressed in the Environmental Impact Statement <br />(EIS) for the Northfork P.U.D. project. The purpose of an EIS is to provide as <br />much information as possible regarding the impact of the proposed project on <br />issues such as ground and surface water, land use, wetlands and other protected <br />areas, traffic, noise, wildlife and historical/archeological sites. The EIS <br />has been circulated to interested agencies in accordance with state law and we <br />have received comments from these agencies and incorporated them and responded <br />to them in the final EIS. The EIS was distributed with the agenda packet for <br />the June 24, 1986 Council meeting. <br /> <br />In addition, as Council directed, the plans and specifications for the <br />extension of 153rd Avenue N.W. have been prepared; Council may now authorize <br />bids for this improvement. <br /> <br />North Fork, Inc. is requesting preliminary plat approval for the 2nd phase of <br />the P.U.D. This phase consists of 22 lots over approximately 69 acres and <br />includes Andrie Street N.W. The average lot size is 2.7 acres; the lots are <br />located in the Shoreland Overlay District and meet the requirements of this <br />district. This phase is consistent with the overall development plan that <br />North Fork, Inc. presented last year. The Park Commission has met several <br />times with the developers to determine how this phase should satisfy (i.e. cash <br />versus land) the City's park dedication requirements. To date, the Commission <br />has not made a recommendation on this. The Planning Commission reviewed this <br />on June 17, 1986 and recommended approval of the plat contingent upon the Park <br />Commission making a recommendation regarding the park dedication <br />requirements. <br /> <br />Enclosed for your information are the following items: <br /> <br />a) Resolution #86-__ determining the adequacy of the EIS for the <br /> Northfork P.U.D. <br />b) Resolution #86-__ authorizing bids for the extension of 153rd Avenue <br />c) Site location map <br />d) Proposed preliminary plat of Northfork P.U.D. <br /> <br />Recosm~endation: <br /> <br />Council tction: <br /> <br />Motion to adopt Resolution 686-__ approving the adequacy of the EIS for <br />the Northfork P.U.D. project. <br /> <br />-and- <br /> <br />Notion to adopt Resolution #86-__ authorizing bids for the extension of <br />153rd Avenue N.W. <br /> <br /> <br />
