Last fall the residents at Lot 6, Block 5
experienced water in their basement and installed a waterproofing
system.

As indicated in your June 24, 1986 council agenda, the reason for the
problems is the basement floor was constructed at or near the level of
the pond located on Block 6 across 159th Lane N.W. Mr. Wirtz recently
checked the elevation of the septic tank and found it to be two feet
eight inches below grade. This would indicate that the drain field is
located at a depth below City Code requirements and could be located
in the ground water table.

The pond level could be lowered approximately one foot by installing
425 feet of storm sewer. However, this could lower the property
values of Lots 1 and 2 of Block 6 since this pond was installed as a
detention pond for a large portion of Hall Anderson Acres and Hall's
Dover Acres. In addition, all other properties in the area are
located above the pond level and would not benefit by lowering the
pond. Therefore, we would recommend that the homeowners on Lot 6,
Block 5 reconstruct their drainfield at a level which meets the City
Code requirements.

ci~ql a municipal · planning · soils · land surveying · landscape architecture
