5 M~nutes CABE <br /> <br /> PA~TICIPATIOH IH STAR CITY PROGRA~ <br />~y~ Anne Iorrio, Coununity Development Director <br /> <br />~eckground: <br /> <br />The Economic Development Commission has recommended that the City pursue the <br />*'Star City" designation. <br /> <br />The Star City progra~ is a program offered through the Minnesota Department of <br />Energy and Economic Development to assist communities in identifying a strategy <br />for economic development within that community. <br /> <br />Communities are required to complete certain steps in the process of obtaining <br />Star City designation. In order for this process to be successful and <br />beneficial to the community, community leaders should complete these steps <br />rather than this being an exercise by Staff. The steps in the process <br />include: <br /> <br />-- establishiug an organization responsible for the community's economic <br /> development <br />-- creating a local develotnnent corporation <br />-- complete a community profile <br />-- draft a five year strategy for economic develot~nent <br />-- complete a one year work program for economic develoPment <br />-- produce a slide/video presentation of the community <br />-- complete a labor survey of the community <br />-- make a five year capital improvement plan <br />-- publish a marketing brochure <br />-- develop an annual survey of community industries <br />-- market the community to an industrial client <br /> <br />Obviously the City has already completed some of these steps. <br />process takes au average of 12 to 18 months to complete. <br /> <br />The entire <br /> <br />Enclosed is a brochure on the Star City program. <br /> <br />Observations: <br /> <br />The most important and beneficial part of the Star City program is completing <br />the various steps in the process.
