Jeff Stedman of Northstar Outdoor Education, Inc. is requesting a <br />conditional use permit to operate a tube/canoe rental end shuttle service on <br />the Rum River in the Anoka County Rum River Central Park. This conditional use <br />permit would be seasonal in nature end the operation would run from June <br />through August of each year. Hr. Stedman is alas requesting that the <br />conditional use permit include a temporary 12' floating dock to be utilized at <br />the end point of the tubing operation, llr. Stedman has alas stated that all <br />tubers and canners would be required to sign agreements which specify that they <br />viii not use alcohol while on the river and they viii not trespass on private <br />property while using the river. Hr. Stedman has also stated that non- <br />returnable, styrofoam and glass containers viii not be allowed on the river. <br /> <br />The Rum River Central Park is located in the Scenic River Overlay District. <br />Recreational uses of this sort are not permitted uses in this district and <br />require conditional use permits to operate. The Department of Natural <br />Resources has reviewed Hr. Sted~an's application and has suggested conditions <br />to be included in the conditional use permit agreement. <br /> <br />The Planning and Zoning Commission conducted a public hearing on this request <br />on June 17, 1986. Comments from neighbors included concerns who would be <br />responsible for removal of litter. On July 8, 1986 the Planning and Zoning <br />Commission recommended approval of Hr. Stedman's request, contingent upon the <br />applicant entering into a conditional use permit agreement with the City. <br /> <br />Enclosed are the following items for your consideration: <br /> <br />a) Application <br />b) Site location map <br />c) Public hearing notice <br />d) Properties notified <br /> e) Letter dated l/ay 19, 1986 from Nr.
