I have included a copy of <br />the conditional uae permit vhich you had requested, and alas <br />have included specific information on our intentions for <br />administering such s program. <br /> <br /> RUM RIVER TUBING PROGRAM: <br /> <br /> I. A license has been granted by Anoka County Parka and Rec- <br /> recreation, and the County Attorney's office regarding <br /> river tubing and canoeing services through Nocthsta£. <br /> <br /> 2. A permit request has been submitted to the D.N.R. regarding <br /> permanent wooden steps to be constructed at three points on <br /> the river, vithin Anoka County/City of Ramsay Jurisdiction. <br /> These steps uould be constructed.similar to those leading <br /> into the river at Rum Rivet North County Park in St. francis. <br /> The steps vould be.of railroad tie construction, and uould <br /> be reinforced by large rocks. The' purpose would be to help <br /> facilitate and concentrate foot traffic at each access <br /> point, and to keep river bank degradation to a minimum. <br /> <br /> 3. A conditional use permit ie requested of the City of Ramsay <br /> to allow for the river tubing service to opera[e, and to <br /> allow for a temporary-seasonal 12' floating ~ock to be <br /> utilized at the tube ending point on the river, to help aid <br /> participants in getting out of [he river. <br /> <br /> 4. Mesh-type "onion bag" containers viii be attached to every <br /> Northstar ~ube/raft going down the river. <br /> <br /> 5. "No alcohol" agreement signed by tubing participants. <br /> <br /> 6. Portable testrooms available at three points along the <br /> ~iver, on public park p£operty, placed 150' from the river <br /> banks. <br /> <br /> 7. Private property trespassing is prohibited by signed agree- <br /> ment, with monitoring/enforcement provided by security <br /> staff and Park Rangers. <br /> <br /> 8. ~on-returnable containers, styrofoam and glass containers, <br /> will not be allowed on the rive~. <br /> g.
