Jeff Stednan of Rorthstar Outdoor lt. ducstion, Inc., hereinafter referred to as "Applicant~~' has properly applied for a conditional use perntt to operate a canoe/tube rental and shuttle service frou the Anoka County Ru~ River Central Park. 2. That the Applicant appeared before the Planning and Zoning Cotmnission for a public hearing pursuant to Section 170.07 of the City Code on June 17~ 1986 and said public hearing vas properly advertised and ~inutes of that public hearing are hereby incorporated by reference. 3. That the property which is the subject of the application is located in Section 6~ Township 32~ ltange 2&~ Anoka County~ N£nnesota. &. That the subject property is located in the Scenic l~iver Land Use District. ~. That a tube/canoe rental and shuttle service is not a permitted use in this district. 6. That the adjoining property is either residential or park land. 7. That there are no other similar uses in this district° 8. That there would be a seasona! increase in traffic to the area. 9. That the proposed use will not be detriments! to the public ~elfare and will not substantially impair the use or enjoyment of any property. 10. That the Criteria for Approval/Disapproval are as follows: a. That the Applicant*s request to operate s tube/canoe ren~a~ and se~ice in the Scenic River Land Use ~is~rict will not be detrimental to the heal~h~ safe~y or general welfare of the public; b. ~a~ ~he proposed use will no~ be unsightly or obnoxious in appearance; c. ~s~ ~he proposed use will no~ hinder ~he iuten~ or use of ~he Scenic River Land Use D~s~ric~; d. ~a~ ~he proposed use v~ll no~ restric~ the enjo~en~ of o~her proper~y in the vicinity; and e. ~a~ the proposed use v~ll confo~ to all o~her applicable regulations of ~he Scenic River Land Use District. 11. ~a~ ~he Perfo~ance S~andards are as fall,s: a. ~a~ fire pro~ec~ion is provided by the cities of Anoka and Elk River and ~he proposed use ~ill no~ crea~e a fire hazard; b. ~at the proposed use shall not crea~e any electrical disturbance;
