1]0.03 DOGS ~ CATS ] 10.03] As used tn the chapter, unless the context otherwise indicates: a. "Animal" shall be intended to mean a cat or dog. b. "Dc>g" shall be intended to mean both male and female. c. "Owner" shall be intended to mean any person or per- sons, firm, e~soctatton or corporation owning, keep- ing or harboring ~ dog. d. "At large" shall be intended to mean off the premises of the owner and not under the custody and control of the owner or other person either by leash, cord, chain or otherwise. e. "Commercial kennel" is any place where dogs or other animals are kept where the business of raising, sell- ing, boarding, breeding, showing, treating or groom- lng of dogs or other animals is conducted. f. "Private kennel" is any premises where dogs or cats are kept or harbored under circumstances not amount- ing to the operation of a commercial kennel, but require a conditional use permit as provided in Section 110.0318 herein. g. "Release permit" shall be intended to mean a tempor- ary release for a period of not more than 72 hours with purchase fees to be applied to regular license purchase, provided this is done within the 72 hours. A release permit may be obtained at the city's dis- cretion upon payment of a fee in accordance to that regular license requirement and payment of a release fee ($10.00) and any maintenance costs applied. 110.032 RUNNING AT iARG25. PROltlBITED It shall be unlawful for any person who owns, harbors or keeps a dog or cat or the parents or guardians of any such person hnder 18 years of age to allow such dog or cat to run at large. Dogs or cats on a leash accompanied by a responsible person or accompanied by and under the control and direction of a responsible person so as to be effect- ively restrained by command as by leash shall be permitted in streets or on public land unless the city has posted an area with signs read- ing "Dogs or Cats Prohibited". 110.033 l,l CEi~SE REQUI RF2) All dogs kept, harbored or maintained by their o~mers in the City of Ramsey shall be licensed and registered if over 6 months of age. Dog licenses shall be issued by the city clerk upon payment of a license fee of $3.00 for each male or spayed female and $5.00 for each unspayed female. License fees shall not be prorated. The owner shall state, at the time application is made for such license and upon forms provided for such purpose, his name and address and the name, breed, color and sex of each dog owned or kept by him. Every application for a license for a spayed female dog shall be accompanied with a statement from a licensed veterinarian indicating that the dog has been spayed and giving the date of the operation. Licenses shall not be required for dogs less than 6 months of age.
