Discussion Regarding Joint Economic Develonment Commission - l~lannin_~ And Zonine Commission Nesting: Chairman Greenberg noted that ao~e good discussion came out of the joint meeting; see~s most of the development problems on Hwy. ~10 have to do with poor co_~,nication. Case~3: Discussion Regarding Use Of Landfill Trust Funds: ~ Ns. ~orris stated that the ordinance states that landfill trust funds can used to handle landfill related activities. That fund is derived fro~ proceeds fro~ the sale of the landfill and interest accruing; as of December 30, 1985 the fund balance was 1.2 million. The other landfill fund is derived fro~ tipping fees and that amounts to about $10,000/month. That fund use is controlled by State statute and is supposed to be used for mitigating and compensatin~ the adverse affects of a landfill. Commissioner DeLuca stated that he served on the Landfill Ad Hoc Committee and readinE somewhere that the intent in the early days was pri~aarily to use funds to develop that site for park and recreational use. The use of landfill funds was discussed by the Landfill Ad Hoc Committee and their recor~endation was that Council not spend the principle but that the interest~ or a portion of it, could be used for various projects throughout' the City. Discussion enused regardin~ usin~ landfill trust funds to fund a business incubator project° Notion by Co~missioner Ippel and seconded by Co~r~issioner Fults directing Ns. ~orris to research whether or not landfill trust funds are available for use and if encono~ic development projects qualify. Further Discussion: Co~nissioner Fults inquired if a specified amount should be requested for funnelin~ into the incubator project. Commissioner Ippel suggested it be determined whether or not those funds are available for use first. Commissioner DeLuca stated that the State controls how tipping fees are rage 3 of 6
