Norris stated that State statute regarding the use of tax incre~nent funds <br />is very broad (public purposes). ~one of the proposed legislation has been <br />acted on yet, <br /> <br />Co~ission consensus vas to table this case discussion until such time as <br />proposed tax increment legislation has been acted on. <br /> <br />Discussion Re_eardin~ Establishment Of Ad ltoc Co~,~ittee To Review <br /> Water Problems In The City: <br /> <br />Commissioner l~ults stated that there has been a lot of City discussion <br />regarding storm sewers; nobody has researched whether or not drainage ditches <br />need cleaning; if ac, it could alleviate ao~e of the drainage problems and it <br />would be a big cost saving over storm sewer construction. It would be a very <br />education~l experience for people fro~ drainage problmn areas to serve on such <br />a con, it tee. <br /> <br />Commissioner DeLuca stated that the only way to have a productive con~ittee is <br />to have both factions represented, people experiencing drainage problems and <br />people that are not. <br /> <br />Discussio~ ensued regarding that Economic Development Connnission attention to <br />drainage problems is appropriate~ ii one of the areas relieved by the cleaning <br />of ditches is the Industria! area, then those property owners will be spared <br />the expense of storm sewers. <br /> <br />Commissioner Ippel stated that Council is ready to make a decision with respect <br />to storm sewers; it is too late to request that they form an ad hoc committee; <br />should request council to research whether or not the drainage ditches need <br />cleaning. Commissioner Ippel noted that from the air you can really see where <br />drainage ditches are plugged. <br /> <br />Notion by Commissioner DeLuca and seconded by Commissioner Ippel to request <br />that City Council establish a Water Problem Ad Hoc Committee with membership <br />composition including affected persons and water management knowledgeable <br />persons.
