MIhlNESO'T A <br />~'401 HIGHWAY 10 <br />I,,~OuND5 V~EW, M~NN 55'~12 <br />78~-3055 <br /> <br />City of Ramsey, Clerk-Administrator <br />15153 Nowthen Blvd. N.W. <br />Anoka, Minnesota 55303 <br /> <br />Dear Fellow City Manager/Administrator: <br /> <br />During the last ten days I have received many calls from <br />City Managers or Administrators of neighboring cities asking <br />if any assistance can be provided to the City of Mounds View <br />in our effort to have the Williams Pipeline adequately <br />tested prior to its being put back into use. <br /> <br />Attached is.a copy of Resolution No. 2028 adopted by the <br />Mounds View City Council at their regular meeting on <br />July 14, 1986 outlining the City's position with respect to <br />the testing of that line. Since that time the City has <br />received a report from our metallurgist indicating that the <br />failure was attributable to a lack of fusion weld in the <br />longitudinal weld seam where the rupture occurred. This <br />leads us to believe that any hydrostatic testing of the <br />pipeline could result in the weakening of other longitudi- <br />nal weld seams on the pipe and we have requested that the <br />Office of Pipeline Safety, United States Department of <br />Transportation order Williams Pipeline Company to use other <br />forms of non-destructive testing prior to the hydrostatic <br />testing to determine if any other inadequate welds exist. <br /> <br />At the present time, the City of Mounds View is fighting a <br />battle without having any actual jurisdiction in the matter <br />due to the fact that these pipelines are considered to be <br />part of Interstate Commerce and, therefore, regulated solely <br />by the Federal Government. All of our efforts have been <br />concentrated at using the political process, both on the <br />State and Federal level, to place sufficient enough <br />pressures upon the Office of Pipeline Safety to require that <br />adequate testing be done on this pipeline. Any assistance <br />your community might be able to offer us by adopting a <br />resolution of support would be greatly appreciated as it <br />could be used to communicate to Transportation Secretary <br />Elizabeth Dole the fact that this matter is not solely an <br />issue of concern to the City of Mounds View. <br /> <br />JUL <br /> ............ <br /> <br /> <br />
