RESObUTION NO. 2028 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION REGARDING WILLIAMS PIPELINE COMPANY AND THE <br /> UNITED STATES DEPARTMENT OF TRANSPORTATION, OFFICE OF <br /> PIPELINE SAFETY <br /> <br /> WHEREAS, an underground pipeline owned by Williams <br />Pipeline Company is located in the City of Mounds View on <br />Long Lake Road right-of-way from County Road H to County <br />Road J and on County Road J from Long Lake Road to the <br />easterly City limits, a distance of approximately 2 1/2 <br />miles; and <br /> <br /> WHEREAS, this pipeline was installed in 1957 and <br />was manufactured by the Jones and Laughlin Steel Corpora- <br />tion; and <br /> <br /> WHEREAS, on July 8th, 1986 at approximately 4:21 <br />a.m. said pipeline ruptured and caused an explosion at <br />approximately 4:44 a.m. which resulted in the deaths of two <br />residents of the City, serious injuries to one resident, and <br />property damage to residents, the County of Ramsey, and the <br />City of Mounds View in an undetermined amount; and <br /> <br /> WHEREAS, it has been determined that a 7 1/2 foot <br />crack at a longitudinal weld was the cause of the leak and <br />explosion; and <br /> <br /> WHEREAS, the National Transportation Safety Board <br />(NTSB) has reported that William's Pipeline between <br />Rosevi]le and Duluth was pressure tested in 1984; and <br /> <br /> WHEREAS, NTSB reported that during the pressure test, <br />the line failed in seventeen places; and <br /> <br /> WHEREAS, NTSB reported that of the seventeen <br />failures, sixteen failures were due to cracks at <br />longitudinal welds; and <br /> <br /> WHEREAS, The U.S. Department of Transportation, <br />Office of Pipeline Safety has jurisdiction over Interstate <br />pipeline operations and safety, and has/will issue(d) an <br />order to Williams Pipeline relative to the testing and the <br />restarting of the pipeline located in the City of Mounds <br />View; and <br /> <br /> WHEREAS, the City of Mounds View deems it necessary <br />that the existing pipeline located in Mounds View be <br />hydrostatically tested, visually inspected and x-rayed to <br />determine if there are any defects in said pipeline. <br /> <br /> <br />
