EMERGENCY ORD!NANCE t3 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br /> WHEREAS, a pipeline owned by Williams Pipeline <br />Company exploded within the City of Mounds View on or about <br />4:30 a.m. on July 8, 1986 causing serious bodily injuries, <br />death and extensive property damage to property owned by <br />residents and the City; and <br /> <br /> WHEREAS, to protect the public health, safety, and <br />welfare of its residents, the Mounds View City Council <br />hereby ordains: <br /> <br /> 1. Chapter 59.03, "Building Permits and Fees", <br />Subdivision 2 of the Municipal Code is hereby amended by <br />adding the following, <br /> <br />(13) <br /> <br />Construction, reconstruction, or repair of a <br />permanent or temporary nature of any pipeline <br />transporting any volatile material, including <br />but not limited to crude or refined oil, diesel <br />oil, fuel oil, Gasoline or natural Gas. A <br />permit for the above defined work may be issued <br />by the City Council only after a public hearing <br />has been held after published notice has been <br />placed in the official newspaper of the City <br />two weeks prior to said hearing. <br /> <br />Adopted by the Mounds View City Council this 14th <br />day of July, 1986. <br /> <br />ATTEST ~. _ <br />SEAL) ~C <br /> <br />APPROVED AS TO FORM: <br /> <br /> <br />
