Scott Springer is requesting a conditional use permit to operate a <br />snowplowing operation from his home at 8872 - 175th Lane N~. Mr. Springer has <br />stated that he has five vehicles and one dump truck that would be stored on his <br />property. Nr. Springer's parcel is approximately one acre in size and is <br />located in the R-1 Residential District. <br /> <br />Enclosed are the following items for your information: <br /> <br />a) Application <br />b) Site location map <br />c) Public hearin~ notice <br />d) Properties notified <br />e) Proposed findings of fact <br /> <br />Observations: <br /> <br />The Planning and Zoning Commission conducted a public hearing on Nr. Springer's <br />request on July 8, 1986. On August 5, 1984 the Commission recommended approval <br />of Nr. Springer's request, as Hr. Springer was providing a service to the City <br />by plowing that area. <br /> <br />The proposed use does not seem to be consistent with the intent of the R-1 <br />Residential District. Please review the proposed findings carefully, as the <br />findings recommended by the Plannin~ and Zoning Commission logically lead to a <br />conclusion that conditional use permit should be granted. If the City Council <br />wishes to deny Hr. Springer's request, the proposed findings may need to be <br />amended. If the Council wishes to approve Hr. Springer's request, the proposed <br />findings are adequate. <br /> <br />Recommendation: <br /> <br />Council Action: <br /> <br />Notion to: <br />Adopt/amend Findings of Fact 00 relating to a request by Nr. Scott <br />Springer for a conditional use permit to operate a snowplowing business <br />from his home. <br /> <br />-and- <br /> <br />Notion to: <br />Approve/deny the request by Nr.
