1) Park and Recreation Commission Regular Meeting Minutes dated October 15, 2015. <br /> Motion carried. Voting Yes: Chair Bennett, Commissioners Mobry, Fyten, and Chubb. Voting <br /> No: None. Absent: Commissioners Barr, Trappen, and Troy. <br /> 5. COMMISSION BUSINESS <br /> 5.01: Recommend Park Dedication Resolution for Remaining Northfork Development; <br /> Case of Northfork Inc. <br /> Parks & Assistant Public Works Superintendent Riverblood reviewed the staff report. He <br /> described community parks as essential and integral parts of the community. With Central Park <br /> as the City's flagship park for the city,this and other community parks provide important functions <br /> city-wide, but also as neighborhoods parks, and for unique opportunities associated with each <br /> community park. As the developments are proposed, staff communicates with developers the <br /> plans for parks—in accordance to the Master Park and Trail Plan. <br /> With any proposed subdivision development north of Alpine Drive, it is evident that parking will <br /> be needed. It is also known that a 50-foot corridor would be necessary if the land was developed <br /> further for park. These are some of the factors that were used to arrive at a price for this land. He <br /> said Northfork Inc. has been developing land incrementally, and one of the parks they built was a <br /> private park. Staff understands a community park is needed in this area. He described details in <br /> arriving at the amount of$75,000 payment by the City to Northfork Inc. to compensate for the <br /> differences between Park Dedication obligations and land valuation. This would be paid out of <br /> the Park Trust Fund. <br /> Community Development Director Manager Timothy Gladhill had no further comment. <br /> Staff recommends the approval of the Park Dedication agreement in concept, as detailed in the <br /> copy provided to the Commission titled NF Inc. proposal. <br /> Motion by Commissioner Chubb seconded by Commissioner Mobry to recommend to City <br /> Council that, a purchase agreement be entered into to satisfy past and future Park Dedication <br /> obligations as outlined in the attachment entitled NF Inc. proposal, for the establishment of a <br /> community park southeast of Lake Itasca. <br /> Motion carried. Voting Yes: Chair Bennett, Commissioners Chubb, Mobry, and Fyten. Voting <br /> No: None. Absent: Commissioners Barr, Trappen, and Troy. <br /> Further discussion: Parks & Assistant Public Works Superintendent Riverblood stated that if <br /> approved by City Council, this will be one of the legacies of this Commission and the Council. <br /> The City has been working on this project for two decades. Chair Bennett agreed and commented <br /> he has enjoyed working on this project.
