He thought there was a policy question in front of the EDA
whether or not they support a subsidy. He asked if the EDA generally accepted the concept of
working with these companies on a subsidy.
Chairperson Steffen thought personally he would be willing to work with the companies on a
subsidy.
Member Skaff agreed.
Member Hardin asked Member Williams if she was requesting the Board go into a closed
session to discuss these things.
Member Williams indicated she was requesting a closed session which would help her to better
understand what the other EDA members are thinking.
Member Hardin agreed and did not think it would hurt.
Motion by Member Williams, seconded by Member Hardin, to adjourn to a closed session at
8:29 a.m.
Motion carried. Voting Yes: Chairperson Steffen, Members Skaff, Hardin, Riley and Williams.
Voting No: None. Absent: Commissioners Brunt and Burandt.
4.02: Receive Update on Strategic Plan Initiative—Corridor Improvement Program
Community Development Director Gladhill presented the staff report.
Member Riley stated the reason this came to the EDA is that one of the ideas is moving from the
simple compliance, like code enforcement, to hopefully pushing businesses to be better than that.
He thought if they were going to ask the businesses to be better than minimum then there should
be some incentive.
