Community Development Director*s Staff Report <br /> September !986 <br /> <br />~Planning and Zoning Commission: The Commission continues its review of <br />development controls in the City. The Commission will be meeting with tbs <br />Economic Development Commission on September 22 to continue discussion on thi~ <br />is sue. <br /> <br />The recodified and amended zoning ordinance became effective August 25, 1986; a <br />rough copy (a final copy will be printed) is enclosed with this packet. As you <br />recall, the Planning Commission is now the Bosrd of Adjustment and will hear <br />and act on requests for variances from the ordinance's area, setbacl~, height, <br />etc. requirements. In addition, the ordinance requires all commercial, <br />industrial and multiple family construction to complete the site plan review <br />process before any construction may commence. <br /> <br />Economic Development Commission: The EDC will begin work on Star City <br />requirements later this month. EDC member Jack Ippel and I are attending the <br />Star City conference September 16-18. The conference provides an in-depth <br />review of the various Star City requirements with DEED staff and other Star <br />City communities. The EDC is planning a goal setting/strategic planning <br />session with the Economic Development Company for September 25. This session <br />will focus on the economic development roles and goals of each organization. <br /> <br />Tax Increment Financing: Information regarding the establishment of Tax <br />Increment Financing District ~2 and modification of Tax Increment Financing <br />District ~1 has been submitted to the Amoka County Auditor for certification. <br /> <br />lqorthfork P.U.D.: The developers of lqorthfork P.U.D. are completing work on <br />the final plat of the 2nd phase of the P.U.D. The Park Commission has <br />recommended that the City acquire land to satisfy the City's park dedication <br />requirements for the second phase and some subsequent phase(s) of the P.U.D. <br />The land proposed to be acquired would be used to expand the existing park in <br />Whispering Pines Estates and to develop future multiple use trails in the <br />P.U.D. to be coordinated with a larger, City-wide trail system. <br /> <br />~.g~.~igJ~: Lester reports that he is now spending approximately 6 hours per <br />day on assessing and that he is beginning to get caught up with his assessing. <br />The remainder of Lester's time is spent assisting Elvin with permits and <br />building inspection. <br /> <br />]~uilding Inspections: From the period between July 1 and September 12, 1986, <br />94 building permits were issued. 31 permits were issued for garages and <br />accessory structures, 2 permits for church additions, 22 permits for <br />residential additions, decks, porches, etc., 35 permits for new residential <br />construction, 3 permits for chimney repairs and 1 permit for construction of a <br />commercial swimming pool. The total valuation of permits issued in July was <br />$1,283,000 and the total valuation for permits issued in August was <br />$1,858,220. <br /> <br />Other: As Council is aware, the City was not successful in its application <br />for LAWCON/LCM1R funding for the development of the River's Bend Park. For your <br />information, attached is a copy of the letter of this notification from the <br />Department of Energy and Economic Development. <br /> <br /> <br />
