Community Development Director*s Staff Report September !986 ~Planning and Zoning Commission: The Commission continues its review of development controls in the City. The Commission will be meeting with tbs Economic Development Commission on September 22 to continue discussion on thi~ is sue. The recodified and amended zoning ordinance became effective August 25, 1986; a rough copy (a final copy will be printed) is enclosed with this packet. As you recall, the Planning Commission is now the Bosrd of Adjustment and will hear and act on requests for variances from the ordinance's area, setbacl~, height, etc. requirements. In addition, the ordinance requires all commercial, industrial and multiple family construction to complete the site plan review process before any construction may commence. Economic Development Commission: The EDC will begin work on Star City requirements later this month. EDC member Jack Ippel and I are attending the Star City conference September 16-18. The conference provides an in-depth review of the various Star City requirements with DEED staff and other Star City communities. The EDC is planning a goal setting/strategic planning session with the Economic Development Company for September 25. This session will focus on the economic development roles and goals of each organization. Tax Increment Financing: Information regarding the establishment of Tax Increment Financing District ~2 and modification of Tax Increment Financing District ~1 has been submitted to the Amoka County Auditor for certification. lqorthfork P.U.D.: The developers of lqorthfork P.U.D. are completing work on the final plat of the 2nd phase of the P.U.D. The Park Commission has recommended that the City acquire land to satisfy the City's park dedication requirements for the second phase and some subsequent phase(s) of the P.U.D. The land proposed to be acquired would be used to expand the existing park in Whispering Pines Estates and to develop future multiple use trails in the P.U.D. to be coordinated with a larger, City-wide trail system. ~.g~.~igJ~: Lester reports that he is now spending approximately 6 hours per day on assessing and that he is beginning to get caught up with his assessing. The remainder of Lester's time is spent assisting Elvin with permits and building inspection. ]~uilding Inspections: From the period between July 1 and September 12, 1986, 94 building permits were issued. 31 permits were issued for garages and accessory structures, 2 permits for church additions, 22 permits for residential additions, decks, porches, etc., 35 permits for new residential construction, 3 permits for chimney repairs and 1 permit for construction of a commercial swimming pool. The total valuation of permits issued in July was $1,283,000 and the total valuation for permits issued in August was $1,858,220. Other: As Council is aware, the City was not successful in its application for LAWCON/LCM1R funding for the development of the River's Bend Park.
