Counc ilmember adoption: introduced the following resolution and moved for its RgSOLUTION ~8~- WttEREAS, the United States Federal Code establishes certain guidelines that municipBlities must follow in preparing budgets that include Federal Revenue Sharing entitlements; and WHEREAS, the State of Minnesota Statutes establishes certain guidelines in regards to the last date that governmental units may submit tax levies to the County Auditor; and WtiEREAS, pursuant to Section 704 of the City Charter which requires that a budget development agenda be adopted; and WBEREAS, pursuant to Section 7.06.02 of the City Charter which requires that a summary of the budget be published in the City newsletter 14 days prior to Council adoption of the budget. NOW TMEREFORE, BE IT RESOLVED BY TME CITY COUNCIL OF ~ CITY OF ~AMSE¥, ANOKA COUITI"f, STATE OF MINNESOTA, as follows: August 1986 City Staff prepares operational aud capital outlay request for assembly of proposed 1987 budget. Review projected levels for 1987 budget revenues and other financing sources. September 1-12, 1986 Match requested uses with projected available sources for preparing proposed discussion draft of the 1987 budget. September 19, 1 986 Publish notice of public hearing to be held on October 7, 1986 to consider the 1987 budget including 1987 Federal Revenue Sharing entitlement funds. Notice must be published at least ten days before the public hearing. 7:30 p.m. September 23, 1986 Regular City Council meeting - Council action: 1) Adoption of 1987 budget development agenda; 2) Call for special City Council meeting on October 7, 1986 to a) hold a public hearing on the 1987 proposed budget including 1987 Federal Revenue Sharing entitlements; and b) adopt assessed 1986 payable 1987 ad valorum property tax levy resolution; 3) Discuss proposed 1987 budget. 7:30 p.m. October 7, 1986 Special City Council meeting - Council action: 1) Hold public hearing on 1987 proposed budget including 1987 Federal Revenue Sharing entitlements; 2) Adopt assessed 1986 payable 1987 ad valorum property tax levy resolution; 3) Discuss proposed 1987 budget. October 10, 1986 Deadline for submitting assessed 1986 payable 1987 ad valorum property tax levy to Anoka County Auditor's office.
