l~ayor Rei~nn called the Jpecial Council ~eeting back to order at 8:28 p,~. <br /> <br />COUNCIL BUSINESS <br /> <br />Adoption Of Resolutions Settin~ Assessments For 1986 Sealcoa~in~ <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter to adopt <br />Resolution $'s 86-147 through 86-154 adopting the assessments for 1986 <br />Sealcoating Project $'s 86-3, 4, 5, 6, 7, 8, 9 and 12. (Please refer to <br />resolution file for Resolution $'s 86-147 through 86-154). <br /> <br />Further Discussion: Councilmember Cox inquired what happens to the proposed <br />assessment if someone in either of the incomplete project areas, 86-10 and 86- <br />I1, sells their home prior to the assessments being adopted. Mr. Raatikka <br />stated that policy is that existing and pending assessments are paid at the <br />time of closing; City Hall Offices will inform the parties involved if there is <br />a pending or existing assessment to be paid. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Schlueter and Cox. <br />Voting No: None. Absent: Councilmember Sorteberg. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />Mr. Hartley stated that he has been looking for a used set of Minnesota <br />Statutes Annotated for use at City Mall and has found a set for $800. City <br />Attorney Goodrich feels that it would be advantageous to have the books at <br />Staff's disposal. Mr. Hartley stated that his spending authority is limited to <br />$500 and is requesting Council authorization to purchase the books. <br /> <br />Council suggested that Mr. Hrtley utilize the $500 as a down payment and formal <br />approval for the purchase and additional funds would be granted at a regular <br />Council meeting. <br /> <br />Mr. Hartley referred to the proposed sewer and water project in the Industrial <br />area and stated that he and City Engineer Raatikka met with the project iow <br />bidder and with attornies. It appears as though the City is going to have to <br />rebid the project. The project would have to be redesigned to fall within 10% <br />of the engineer's estimate; those changes would have to be reviewed by the City <br />and bonding attornies. If it meets with their approval, a special Council <br />meeting will be called to reject the existing bids and authorize advertising <br />for new bids. After the new bids are received, the existing bond sale would be <br />resized and the existing bond sale cancelled. <br /> <br />Mayor Reimann noted that he will not be present at the September 23 Council <br />meeting. Discussion ensued regarding the need to have the vacant Council seat <br />filled as soon as possible. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter to adjourn <br />the special Council meeting. <br /> September 15, 1986 <br /> <br />Page 2 of 3 <br /> <br /> <br />
