May 19, ]986 <br /> <br />Anne Norris, City Planner <br />City of Ram~ey <br />15153 Nowthen Bou]euard N.W. <br />Ramsey, Minnesota 55303 <br /> <br />Dear Ms. Norris: <br />As ~discussed earlier, an application is to be sent in for <br />cond½tiona! use related to our tubing program on the Rum River. <br />! have Just disco,ered to my dismay that the permit had not been <br />sent In to you prior to this letter. ! have included a copy of <br />the conditional use permit which you had requested, and also <br />have included specific information on our intentions for <br />administering such a program. <br />RUM R]¥ER TUBING PROGRAM: <br /> <br /> I. A license has been granted by Anoka CouDty Parks and Rec- <br /> recreation, and the County Attorney's office regarding <br /> river tubing and canoeing services through Northstar. <br /> <br /> 2. A permit request has been submitted to the D.N.R. regarding <br /> permanent wooden steps to be constructed at three points on <br /> the river, within Anoka County/City of Ramsey Jurisdiction. <br /> These steps would be constructed, similar to those leading <br /> into the river at Rum River North County Park in St. <br /> The steps would be.of railroad tie construction, and would <br /> be reinforced by large rocks. The' purpose would be to help <br /> facilitate and concentrate foot traffic at each access <br /> point, and to keep river bank degradation to a minimum. <br /> <br /> 3. A conditional use p~rmit is requested of the City of Ramsey <br /> to allow for the river tubing service to operate, and to <br /> allow for a temporary-seasonal 12' floating dock to be <br /> utilized at the tube ending point on the river, to help aid <br /> participants in getting out of the river. <br /> <br /> 4. Mesh-type "onion bag" containers will be attached to <br /> ~orthstar tube/raft going down the ri,er. <br /> <br /> 5. "No alcohol" agreement signed by tubing participants. <br /> <br /> 6. Portable testrooms available at three points along the <br /> river, on public park property, placed 150' from the river <br /> banks. <br /> <br /> 7. Private property trespassing is prohibited by signed agree- <br /> ment, w~th monitoring/enforcement provided by security <br /> staff and Park Rangers. <br /> <br /> 8. Non-returnable containers, styrofoam and glass containers, <br /> will not be allowed on the r~ver. <br /> <br /> 9. L~ab~l~ty insurance coverage is provided by Northstar. <br /> <br />Due to p~ogram starting dates, we would appreciate a hearing on <br />this conditional use permit, to be scheduled for your next City <br />Council meet]ng which I understand to be Tuesday, June 2nd. <br /> <br />Thank you for your consideration. <br /> <br />S½~ncere]¥, <br />J~efft Stedman <br /> <br />P.O.
