That Mr. Jeff Stedm~n of Northstar Outdoor Education, Inc., hereinafter referred to as "Applicant," has properly applied for a conditional use per~it to operate a canoe/tube rents] and shuttle service from the Anoka County RuB River Central Park. 2. That the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Section 170.07 of the City Code on June 17, 1986 and ~aid public hearing was properly advertised and minutes of that public hearing are hereby incorporated by reference. 3. That the property which is the subject of the application is located in Section 6, Township 32, Range 24, Anoka County, Minnesota. 4. That the subject property is located in the Scenic River Land Use District. 5. That a tube/canoe rental and shuttle service is not a permitted use in this district. 6. That the adjoining property is either residential or park land. 7. That there are no other similar uses in this district. 8. That there would be a seasonal increase in traffic to the area. 9. That the proposed uae will not be detrimental to the public welfare and will not substantially impair the use or enjoyment of any property. 10. That the Criteria for Approval/Disapproval are as follows: a. That the Applicant's request to operate a tube/canoe rental and shuttle service in the Scenic River Land Use District will not be detrimental to the health, safety or general welfare of the public; b. That the proposed use will not be unsightly or obnoxious iu appearance; c. That the proposed uae will not hinder the intent or use of the Scenic River Land Use District; d. That the proposed use will not restrict the enjoyment of other property in the vicinity; and e. That the proposed use will conform to all other applicable regulations of the Scenic River Land Use District. 11. That the Performance Standards are as follows: a. That fire protection is provided by the cities of Anoka and Elk River and the proposed use will not create a fire hazard; b. That the proposed use shall not create any electrical disturbance;
