That Mr. Jeff Stedm~n of Northstar Outdoor Education, Inc., hereinafter <br />referred to as "Applicant," has properly applied for a conditional use per~it <br />to operate a canoe/tube rents] and shuttle service from the Anoka County RuB <br />River Central Park. <br /> <br />2. That the Applicant appeared before the Planning and Zoning Commission for a <br />public hearing pursuant to Section 170.07 of the City Code on June 17, 1986 and <br />~aid public hearing was properly advertised and minutes of that public hearing <br />are hereby incorporated by reference. <br /> <br />3. That the property which is the subject of the application is located in <br />Section 6, Township 32, Range 24, Anoka County, Minnesota. <br /> <br />4. That the subject property is located in the Scenic River Land Use District. <br /> <br />5. That a tube/canoe rental and shuttle service is not a permitted use in this <br />district. <br /> <br />6. That the adjoining property is either residential or park land. <br /> <br />7. That there are no other similar uses in this district. <br /> <br />8. That there would be a seasonal increase in traffic to the area. <br /> <br /> 9. That the proposed uae will not be detrimental to the public welfare and <br /> will not substantially impair the use or enjoyment of any property. <br /> <br /> 10. That the Criteria for Approval/Disapproval are as follows: <br /> <br /> a. That the Applicant's request to operate a tube/canoe rental and shuttle <br /> service in the Scenic River Land Use District will not be detrimental <br /> to the health, safety or general welfare of the public; <br /> <br /> b. That the proposed use will not be unsightly or obnoxious iu appearance; <br /> <br /> c. That the proposed uae will not hinder the intent or use of the Scenic <br /> River Land Use District; <br /> <br /> d. That the proposed use will not restrict the enjoyment of other property <br /> in the vicinity; and <br /> <br /> e. That the proposed use will conform to all other applicable regulations <br /> of the Scenic River Land Use District. <br /> <br /> 11. That the Performance Standards are as follows: <br /> <br /> a. That fire protection is provided by the cities of Anoka and Elk River <br /> and the proposed use will not create a fire hazard; <br /> <br /> b. That the proposed use shall not create any electrical disturbance; <br /> <br /> <br />
