Mr. Raatikka - The feasibility study was in response to flooding problems that <br />were brought to Council's attention in 1985; the study addresses the pro}acted <br />costs City decides to proceed with the improvements. <br /> <br />Citizen - What parts of Ramsey are flooding? <br /> <br />Mr. Hartley - A survey regarding water problems was conducted in the May issue <br />of the Ramsey Resident newsletter. Presented a map sho~ing where positive <br />responses to the water problem question were generating from. <br /> <br />Lola Waller - Stated she has a map showing wetlands in Ramsey and in comparison <br />of the two maps it appears that the homes with problems were built on ponds. <br /> <br />Pat Bock - 5940 159th Lane NW - If atom sewer is for groundwater, will it <br />correct a rising water table, if that is the case. <br /> <br />Mr. Bartley - Stated that the issue to be discussed tonight is how to go about <br />financing improvements that deal with storm water problems. The debate on the <br />nature of those improvements is a discussion that needs to be taken at the time <br />particular improvements are proposed. The city is not proposing any particular <br />improvements at this time. Council wants to know if the public approves or <br />disapproves the proposed means of financing storm sewer improvements. <br /> <br />Lola Waller - Stated that at a previous Council meeting she requested that <br />information be made available at this hearing regarding the percentage of <br />Ramsey properties experiencing water problems. <br /> <br />Hr. Hartley - Stated that the results of the survey taken in the City <br />newsletter are: 125 responses; 88 with no water problems; 37 with water <br />problems; 37 is a very small percentage of the total properties in Ramsay. <br /> <br />Lola Waller - Stated that she would like to offer a map she brought as evidence <br />that people experiencing water problems are those that built on or near swamps. <br /> <br />Citizen - Installing storm sewers is not going to solve the problems. <br /> <br />Citizen - One way or another, the City is proposing a system of storm sewer <br />improvements. If taxing districts is not agreed upon, another method viii be <br />chosen. <br /> <br />Mr. Hartley - Stated that Ramsey is a growing community and sooner or later <br />will have to deal with storm sewer improvements. <br /> <br />Ron Sumstad - 17410 Driscoll St. NW - What other communities use storm sewer <br />drainage districts as a method of financing? <br /> <br />Mr. Raatikka - Replied that 0sseo, Roseville and Litchfield are some of the <br />communities that use taxing districts. <br /> <br />Pat Bock - ~ich method of financing is the simplest. <br /> <br />Mr. gartley - Replied that taxing districts is simpler than the special <br />assessments procedure. <br /> <br />Page 3 of 7 <br /> <br /> <br />
