ORDiNANCE #04-XX <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY. <br />STATE OF MINNESOTA <br /> <br />AN ORDINANCE OF THE CITY OF RAMSEY, MINNESOTA ESTABLISHING <br />SPECIAL SERVICE DISTRICT NO. 1 WITHIN THE CITY LIMITS OF THE CITY OF <br />RAMSEY <br /> <br />Section 1.Whereas Clauses. <br /> <br /> (a) WHEREAS, owners of 25% or more of the land area of property that will be <br />subject to service charges in a proposed special service district and owners of 25% or more of the <br />net tax capacity that will be subjec.t to service charges in the proposed special service district <br />have filed a petition with the City of Ramsey requesting a public hearing on the establishment of <br />a special service district; and <br /> <br /> (b) WHEREAS, the City Council of the City of Ramsey adopted a resolution on the <br />1 l th day of May, 2004 calling a public hearing to be held on June 8, 2004, at 7:00 p.m., at Fire <br />Station #1, Ramsey, Minnesota, to discuss the proposed establishment of a special service district <br />encompassing the area described on Exhibit A attached hereto within the City o£Ramsey; and <br /> <br /> (c) WHEREAS, the notice of the time, place and purpose of said public hearing was <br />published twice, two weeks apart in the official newspaper of the City; the last such notice <br />having been published more than three days prior to the date of the hearing; and <br /> <br /> (d) WHEREAS, the notice of the public hearing was mailed to the owner of each <br />parcel within the area proposed to be included in the special service district; and <br /> <br /> (e) WHEREAS, the public hearing was held at Fire Station # 1, 15050 Armstrong <br />Boulevard NW, Ramsey, Minnesota on June 8, 2004, at 7:00 p.m., and any person affected by <br />the proposed special service district was permitted to testify on any issues relevant to the <br />proposed special service district. <br /> <br />Section 2. Establislnnent of District. <br /> <br /> The City Council of the City of Ramsey hereby establishes a special service district <br />encompassing the area described on Exhibit A attached hereto. <br /> <br />Section 3. Special Services. <br /> <br /> The City of Ramsey shall provide as special services within the special service district the <br />improvement of Ramsey Boulevard (CR 56), Bunker Lake Boulevard (CR 116), and Armstrong <br />Boulevard (CR 83). <br /> <br />1642975vl <br /> <br /> <br />
