PROFESSIONAL <br />SERVICES <br />FEE PROPOSAL <br /> <br />To: <br />From: <br />Project: <br />Subject: <br />Date: <br /> <br />Brian Olson <br />Jo Ann Olsen <br />Ramsey Town Center <br />Letter Proposal <br />June 7, 2004 <br /> <br />We are pleased to submit this proposal for a new contract for the following services. <br />Our work will include Architectural, Engineering and Consulting services for the City <br />owned structured parking facility, park and ride stalls and transit facility, Parking System <br />Management, Operations & Maintenance Recommendations, and Shared Parking <br />Analysis <br /> <br />PROJECT UNDERSTANDING <br /> <br />The City of Ramsey will control ownership of the two proposed parking structures within <br />Ramsey Town Center. The final sizing, staging, and financing for the parking structures <br />(capital, operations and maintenance) needs to be determined. The shared parking <br />potential between uses, phasing of the development, types of development, along with <br />their location and density, will influence the cost of constructing the necessary parking <br />and the cost that must be passed on to users. LSA Design will provide the City with <br />services to optimally structure the parking phasing, size, management, shared parking <br />agreements and how to finance the construction of the parking structures and <br />negotiations for Core Area Development. <br /> <br />The City of Ramsey will construct a parking structure that will include Park-and-Ride <br />stalls and a future Transit Station. Currently the site for this parking structure is located <br />between the proposed City Hall and the proposed movie theater. The basic program <br />elements of this project include two distinct Phases: <br /> <br />Phase I - Parking facility for 460 stalls and a busway along the north frontage road <br />adjacent to the parking structure with construction costs of approximately $4.8M. <br /> <br />Phase II - Provide an additional 150 parking stalls and a transit station (approximately <br />1,200 SF - 2,000 SF) either within the parking structure or as an independent building. <br />Phase II construction costs are estimated at $1.7M. <br /> <br />SCOPE OF SERVICES <br /> <br /> Planning I Architecture [ Urban.
