May 31,2004

Watson Appraisal and Consultant Service
4230 Central Avenue N.E. Columbia Heights, MN 55421
Office: (763)788-2714 * After Hours (763)571-1717

William Goodrich
Attorney at [.aw
2 ]40 4m Avenue North
Anoka, MN 55303

Re: Tree losses west of the dead end of 160~h Lane NW, Ramsey, MN

Dear Mr. Goodrich:

In accordance with your request that [ review and evaluate tile area in which trees were removed on the southerly
edge of 7191 and the north edge of 7155 160'h Lane NW owned by the Dusbabek's (7191) an.d the Kaas' (7155)

The chronology, of events are as follows:
April 2, 2004-Meet with attorney Goodrich to visit and photo the area. Measure some cut logs and not~ size and
general spacing of existing trees.
April 12, 2004-Meet with Engineer, attorney and owner to discuss options regarding ]60m Lane NW. Owners do
not favor a street extension of 160m. They want reparations for tree loss due to the contractors actions in clearing a
pathway westward.
April 13-Contact Peter ?,attica, Engineer with Haakenson/Anderson to stake out the centerline of 160th extended~
setting 50 foot stations and measuring out to the edge of the cleared area as presented to them on a rough draft I'd
prepared and faxed to them.
April 19-Talked with Steve Dusbabek to update hi~n on the steps undep, vay-no stakes seen as yet. I told him I was
awaiting the survey.
April 2l-Review plan layout from Haakanson/Anderson (Charlie Christofferson) scale plan to determine size of
areas disturbed on each parties side of the centerline of 160~ extended.
April 29-Check out land sales in Ramsey, lands acquired for residential development showed no particular
differences between open and wooded areas.
May a-Drive to site to view the area with trees leafed out.
May 12-Check out tree valuations adjusted for location in particular as a primary factor in the standard
computations.

Based on the foregoing, I determined that the trees remo'~ed were primarily white oak which can be cut for
fireplace logs.

I calculated 4,680 sq. ft. of the Dusbabek property, was damaged and 2,240 sq. ft. of Kaas' property.. Spacing out
tile trees similar to the spacing of remaining trees we estimate 23 trees removed on the north side and 15 on the
south. I estimate about I/3 were an average of 20" in diameter-- 8 north and 5 south, 1/3 were 12" in diameter--8
north and 5 south, and 1/3 were 6" in diameter--7 north and 5 south. The homes are 127 feet north and 72 feet
south from the extension. No severance damage is justified. To the foregoing I calculated the "tree" values based
on the guidelines of the International Society of Aboricutture and the studies by the State of Minnesota for
valua6on adjustments in our area. All trees taken are assumed to have been White Oak (or Pin Oak) all carry tile
same species value.
Tree
Species Dia. X Sect area 15/sq. in.
