Preliminary Plat Review': Ramsey Town Center 3rd Addition
July 9, 2004
Page 2
4.

o~' 3
Access. The plat is bounded on the west by .Armstrong Blvd. N.W., on the north by Sunwood
Drive N.W. and on the east by ZeOlite Street N.W. There will be no direct access fi.om the
plat to ,Armstrong Blvd. N.W. Appropriately, the preliminary, plat shows fight of access along
A~rnstrong Blvd. N.W. being dedicated to the County.. The sketch plan approved by the City
Council on May 1 l, 2004, showed one access on the south side of Sunwood Drive, west of
Zeolite Street and said access should align with the proposed access on the north side of
Sunwood Drive. The approved sketch plan showed one public access to Zeolite Street and a
truck access to the ~ocery store loading dock in the southeast comer of the site.
5. Grading Plan. Detailed ~ading plans will be reviewed with each development phase th&t
occurs on the subject property..

6. Drainage and Utility Easements. Earlier plans showed the ponding area to be on the south
property line rather than the west 'property, line. There is also a pre-existing drainage and
utility easement rum'ting north and south through the plat that will not be necessat,'y under the
current development plax. As a result, it will be necessary to vacat~ the previous drainage and
utili .ty easements dedicated as a part of Town Center Addition. The prelJ2xfinary plat proposes
to replace the drainage e~ement l:br the pond in the appropriate location along the west
property line. The proposed Town Center Zoning District has setback standards based on the
principle of ';'build to" lines rather than traditional setbacks. For this reason, the City is not
requiring the standa'd I0 lbot wide drainage and utility, easements along all plat and lot
bounda4es. Rather, easements will be required along City. utility lines.

7. Traffic Generation: A traffic generation report is required and has been received. The'
City Engineering Department will provide comments on the report prior to City Council
consideration of the preliminary plat.

Storm Water Management Fee. The City has enacted a Stormwater Management Fee
and the current rate is $3,741.00 per acre. The amount of Stormwater Management Fee
due on the 9.5 acre plat is $35,540.00.

Sewer and Water Trunk Fees. Sewer trunk charges within the City of Ramsey are
$3,204.00 per acre and water trunk charges are 57,135.00 per acre. Sewer and water
trunk charge~ tbr tlxe p~at total $98,220.00.

10.

Park and Trail Dedication. Pursuant to the Master Development Agreement between
the City and Ra-nsey Town Center LLC, a separate agreement between the two parties
has been agreed upon. The Park and Trail Dedication Agreement stipulates that land and
cash payments will be made to cover the Park Dedication and Trail Development
obligations by Ramsey Town Center. Therefore, no Park and Trail Dedication or fees are
required as part ol:' this plat. However, Ramsey Town Center LLC has not executed the
Park and Trail Dedication Agreement. Without the executed agreement fi.om Ramsey
Town Center LLC, the City will require you to escrow an amount equal to normal Park
and Trail Dedication tee amounts prior to the release of the final plat ~'or recording. Once
the Park '~md Trail Dedication Agreement is executed by Ramsey Town Center LLC, you
will not be required to post an escrow for Park and Trail Fees.
