REQUEST FOR A CONDITIONAL USE PERMIT <br />TO OPERATE A DRIVE-THRU IN THE TC-2 ZONING DISRICT, <br />CASE OF RAMDANCE, LLC <br /> By: Patrick Trudgeon, AICP <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Ramdance LLC has a site plan to construct a 53,000 square-foot grocery store in the Ramsey Town <br />Center. The grocery store will contain a pharmacy that will have a drive-thru window for <br />customers to pick up prescriptions. The proposed grocery store is located in the TC-2 Tou/n <br />Center Zoning District. The TC-2 District requires a Conditional Use Permit (CUP) for uses with <br />a drive-thru. The applicant has submitted an application for a CUP in order to operate a drive- <br />thru. <br /> <br />The fldlowing items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site Plan <br />c) Proposed findings of fact <br />d) Proposed conditional use permit <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff attempted to notify owners of property within 350 feet of <br />the S ubj ect Property o f the applicant's request and the public hearing. <br /> <br />Observations: <br /> <br />The .Ramsey '['own Center project is designed to be a mixed-use, pedestrian friendly <br />development. Uses with drive-thrus have a potential to be incompatible vcith the intent of the <br />Ramsey Town Center. Therefore, these types of uses are permitted only a conditional use in <br />certain areas of the Town Center so that the may be reviewed for their compatibility. The TC-2 <br />Zoning District was created to accommodate larger scale, auto-orientated commercial activities. <br /> <br />As previously mentioned, the drive-thru will function as part of the pharmacy operations <br />contained in the grocery store. The drive-thru will be located along the western side of the <br />building away fi'om the main parking area. The drive-thru will have a dedicated lane for people <br />to use to pick up prescriptions. The users will then circulate back into the main parking area and <br />out of the development. <br /> <br />The Planning Commission conducted a public hearing on July 12. No comments were submitted <br />by the public. <br /> <br />Recom~nendation: <br /> <br />Thc Planning Commission recommended approval of the conditional use permit for a drive-thru <br />at the pharmacy.
